02 TRAINING COURSES ON BIDDING, INTERNATIONAL EXPERIENCES ON FORMULATING THE SOCIO-ECONOMIC DEVELOPMENT PLAN AND PUBLIC INVESTMENT MANAGEMENT, SOFT SKILL IN MANAGEMENT AND LEADERSHIP SKILL FOR STAFF OF DEPARTMENTS AND DISTRICTS OF 05 PROVINCES THAT R

Continuing to the training activities of core staff from departments and districts of 5 provinces that received in-depth support, “Capacity Development for the Planning Reform” project had organised 02 training courses on “Bidding, international experiences on socio-economic development planning and public investment management, soft skill in management and leadership skill” on 14-17 August 2017 in Hanoi for 03 provinces: Phu Tho, Nam Dinh, Ha Tinh on 06-09 September 2017 in Ho Chi Minh City for 2 provinces: Gia Lai, Ben Tre. Approximately 90 delegates participated in each course.

In those workshops, Mr. Le Van Tang, Former Director General of the Public Procurement Agency, had presented on the legal document system of Public-Private Partnership, Bidding Law no. 43/2013/QH13 dated 26 November 2013 and Decrees no. 63/2014/ND-CP dated 26 June 2014; Decree no. 15/2015/ND-CP dated 14 February 2015; Decree no. 30/2015/ND-CP dated 17 March 2015; Circulars of MPI no. 02-2016-TT-BKHDT dated 01 March 2016; Circular no. 06/2016/TT-BKHDT dated 28 June 2016; Circular no. 15/2016/TT-BKHDT dated 29 September 201 6; Circular no 16/2016/TT-BKHDT dated 16 December 2016; Criminal Law that related to Bidding Law, Public Investment Law, Construction Law,…

 

Mr. Erwin Dickens, international advisor of Project had showed the international experiences on Spatial planning and Socio-economic development plan together with public investment planning for local authorities.

Finally, Mrs. Nguyen Ngo Thi Hoai Thu, Former deputy director of the official training School – Ministry of Finance had presented necessary soft skills for officials, including: training skill, leadership skill, management skill, teamwork skill…


 

Participants evaluated the knowledge of bidding, international experience of public investment were interesting, suitable with the current situation of localities. Moreover, soft skills were also highly appreciated as being very necessary for them during working process.
